Since when has the Rodent not practiced the dark art of the unequivocal, unambiguous, 'now you see it, now you don't' weasel clause?

APEC leaders have signed up to the ‘Sydney Declaration’ on climate change, which Prime Minister John Howard says forges a new international consensus on the challenge of global warming

The APEC consensus, said Howard, is “a very important milestone in the march towards a sensible international agreement on climate change.”

“This declaration does transcend a number of international divisions,” he said, noting it’s the first such gathering on climate change to include both China and the United States in endorsing “a long-term aspirational global emissions reduction goal.”

If you look closely in between those cast iron, fairy floss 'milestone' paragraphs we reckon you might spot these heavily penciled in phrases - "core aspirational goals", "non-core aspirational goals" and "never ever".
